A general note applied to the parent item should be listed (with a scrollbar) for that item in the MediAnnotate player, and for all media annotations for that item.

This was to address another group's needs for this item. They look like they've got other plans now, and this isn't so much a key feature that was originally in mind, so it's getting chucked for now.
