load downloaded movies from the local file url, not the web url

Description

eventually we should allow for annotation of movies on the web without downloading them. but we should load the hard drive copy always when it exists.

this may seem like a bug to the user because vertov seems to load from the web every time when i try to view a clip, and because there is a half-minute delay or longer for the download it looks like nothing is happening where is in fact everything is working fine.

-All subtickets to this closed. There's also the possibility of looking for a browser cached version of the file, but I'm not sure how to do that, and if it can be done, and whether it makes sense most of the time anyway... so I won't worry.
