Make a public editable TRAC

Description

This would be something everyone could add tickets to. Then I'd process the tickets in the public track, closing a ticket meaning that I'd moved it into the development trac. I'd link closed public tickets to their corresponding development tickets.

This means the public has a single place to add tickets and see what others have added, and the development trac doesn't get cluttered. Links between the two trac systems would keep them in synch. A bit of overhead admin-wise, but more clarity overall.
